Brief summary of character: Parrot man is a divine being cursed to exist via reincarnation. He has lived so many past lives he has lost count and all he wants to do is redeem him self by "heroic actions" ,as he calls it, so that he can finally taste death once and for all. He's also only half pirate, but McUlluck lets him be a part of the Arbitrium anyway.
