So I think the easiest way to do this will be (this is just my idea):

  • If you have a comment about a section, then comment in italic after it, and use 4 ~'s to sign it.
  • If you want to amend a section, post your change after everything else that has already been written, together with the number of the section.

Constitution


1. All votes shall be by simple majority. Majority is required to pass. Each order of business shall be voted upon when it is felt that it is important to do so. If of immediate need, then the present active members shall vote, though they shall try to not decide on such matters that it would unfairly obligate those not in presence to unwanted courses of action. If not of immediate need, then a time frame shall be decided upon that is appropriate for the need, and a vote shall be taken of all active members who can be reached, and such debate will be entered as the members feel necessary to properly resolve the issue at hand. If a situation is not covered elsewhere in this constitution, the issue in question will be handled by this clause.

1.1. In the event of an issue not being pass/fail, but rather one where a course of action is required (we must do A or B), then the realm leader may cast the tie breaking vote, even if he/she has already voted (gaining, for the intent of breaking stalemates, 2 votes). This power will only be used after the reasonable period of time has expired, and thus all members who wish to vote have.

"A plurality is the largest number of votes to be received by any candidate or proposition when three or more choices are possible."
"Simple majority is greater than 50% for one option."
1.2. Active members shall be designated as (either may apply, for full benefits):
1.2.1. Individuals who have attended practice frequently (minimum of six attendances in three months), it is felt they are dedicated to continued participation in the sport, and with Gondor specifically.
1.2.2. Have an established history of participation with the realm, even if they are not currently able to attend practice.
1.3. Active Membership shall be lost if the individual moves away permanently, without intent to return, or disappears off the face of the earth. All reasonable effort will be made to contact the member in the latter case. Active Membership can be immediately reinstated by a majority vote of active members.
1.4. A vote cannot be held on the exact same matter more than once every 30 days.
1.4.1. This will not apply if, during the course of a vote, it is decided that it would be better to postpone it till a later time. The matter can then be brought up at a later time without prejudice.
1.5. In the highly unlikely case that a new group of people begin attending, and through their numbers are able to single handedly call for a realm rulership vote and win it, a unanimous vote by all previously existing active members, who can be reasonably reached, will maintain the current realm leadership for a period of 3 months. As of that time "active members" should have been determined, and a standard vote will be called, if still called for.


2. There shall be a realm leader, who shall be voted for over a period of time which is sufficiently long that any member who feels like voting will have adequate time to do so. The principle behind the realm leader shall be 'first among equals.'

2.1. The realm leader shall have powers sufficient to do his/her job, decided upon by the will of the active members. These powers shall at the very least constitute being a marshal and a weapon checker, with all the duties and powers provided therein, in addition to the power bestowed by article 1.2. The realm leader will have the authority to represent Gondor when interacting with other realms, and the organization at large. He/she will also have the power to delegate this representational authority. The realm leader can also put off badly timed votes until a more appropriate time. The realm leader shall not use this power to unduly keep himself/herself in office.
2.2. If there is a darn good reason to change realm leaders, then get a group of like minded people together and have a public vote, with a time frame long enough for everyone to learn of it and put their 2 cents in.


3. Further offices may be designated as the need for them arises (by the majority or the realm leader), so long as members willing to take up such mantles exist.


4. Marshals and weapons checkers shall be decided upon by a vote of active members. A member should not feel obligated to vote in such situations, if they do not care to for a variety of reasons.

4.1. If the realm should ever grow large enough that this system is no longer feasible, then a simple majority vote by existing marshals and weapon checkers (respectively) shall determine admittance by new members.
4.2. If for some oddball reason there are many new members, but few if any marshals and/or weapon checkers, then the realm leader shall determine who is qualified for each role.


5. Weapon checkers and marshals shall all be equal, with their qualifications and actions giving credence to their words. Each shall have a vote on relevant matters.

5.1. If such a time comes that a head marshal and a head weapon checker are needed (for events, for example), then a vote amongst the marshals and weapon checkers (respectively) shall determine the head officials.


6. Rules changes:

6.1. Testing experimental rules will require a normal vote, while officially adopting or changing existing 'house rules' will require 2/3's supermajority.
6.2. A change to the constitution itself requires a 3/4's supermajority of the active members which can be reached.


7. Definitions:

Simple Majority - over 50% of the votes, not including those abstaining.
Super Majority - a requirement of support exceeding a simple majority to pass.


Realm Leader - the leader of the realm. The only required officer. Has whatever implicit powers are required to lead the realm (until the membership deems otherwise), and the explicit powers as spelled out in article 2.1.
Secretary - the most common non-official officer; in existance when there is a member willing to do the work and is trusted to do so by the active members. Duties generally include those traditionally performed by the secretary and treasurer, along with public relations if the Realm Leader agrees. If needed, some of these duties may be delegated, if approved by the active members.
War Leader - unofficial officer; the individual who leads the realm on the field of battle. This position is decided on a case-by-case basis, for a set period of time.


Active Member - a individual who has officially joined the realm. May vote on all matters unless stated otherwise.
Inactive Member - a member who has lost their Active Membership status


Pending Member (not otherwise noted in constitution) - a individual working towards Active Membership
Previous Member (not otherwise noted in constitution) - a member who has official left the realm
